After the knowledge that Captain America himself was interfering in his affairs in Ambrosia, Alexander decided it was time to let his Totenkopf persona come out to play for a bit. After all, an urban legend needed the occasional sighting to remain relevant. He paused time, making his way to Fort Kirby. He wound his way through the base; sentries, dogs, cameras, and security measures fairly useless in the void between seconds.
He made his way to the colonel's office; locked doors needing only fast-forwarding until they were open, pausing, and entering before repeating the procedure until he was in the office and the colonel was not. Then he began searching for the physical file of a one Ms. Lauren Marie Summers.

By traditional military wisdom, the colonel had left everything carefully organized and labeled for Chronos's perusal. It only took a moment to locate Lt. Summers, Lauren M. Janus had, once again, been worth his salary. She was indeed Army Intelligence, and had several commendations for her work in Russia monitoring illegal wormhole research. Much of the information was redacted, as was typical of black ops. However, on the last page, typed in a different font, was this.
*Lt. Summers confirms one Harlan Slade, U.S. citizen, as buyer in Gurlukovich deal. Officer is to be transferred to Fort Kirby to oversee further investigation. Presence of Triton-class wormhole manipulator on American soil should considered an FPCON Charlie situation. Base commander is authorized Damascus-level autonomy in handling situation. *APD sources have confirmed Slade is associate of alleged crimelord 'Totenkopf'. Unknown yet if 'Totenkopf' involved in Gurlukovich deal. *APD sources suggest Slade is selling wormhole manipulator to unknown buyer, possibly Totenkopf or a representative thereof. (Several details follow matching the circumstances of the club shooting.) Colonel Rodgers authorizes funds to be employed for contractor, codename 'Cerberus'. Cerberus appears to remain unknown of government monitoring or influence. *Cerberus successful. APD now targeting known associates in hopes of locating wormhole generator. Analysts believe the device most likely remains in the possession of Slade syndicate. Totenkopf syndicate also being investigated. Lt. Summers remains Army Intelligence liaison.
Chronos finds no files on 'Cerberus', nor on the mysterious Totenkopf syndicate.

Placing the file back where he found it, Alexander took a seat at the colonel's desk as if it were his own. As if he would ever sit a cheap plywood desk. He took a deep breath then, preparing to adopt his alter ego. It was not a pleasant process. He concentrated, using his powers and knowledge of anatomy to rapidly age his face and hands passed the age any man had ever lived. His hair withered and died, skin wrinkled and tightened, and nose even began to deteriorate away. His long fingers grew shriveled and bony and lips stretched thin. Even his eyes turned an unnatural shade through the ravage of the years. What was left when he was done barely resembled a human, looking more like a living skeleton or irradiated ghoul. But with perfectly functioning organs, these cosmetic changes looked far worse than they actually wore, though the process was not without its pain. It was a trick he was loath to repeat often, only utilizing it when the wax skull seals and whispers did not accomplish their ghoul. A glimpse of the devil was necessary from time to time to keep underlings in line. For his purposes today, more than a glimpse would be required. He fastforwarded time until Colonel Rodgers entered, pausing time to take the soldier's gun from the holster and remove the bullets before returning the sidearm to its place. Then he continued time as normal, but just for the two of them, the rest still in suspended animation. Totenkopf was waiting to greet him. (Imagine Skeletor, Nosferatu, Red Skull, and a ghoul from Fallout had a baby...all in a black suit and tie)

The immortal doesn't appear quite as fugly as he expected, looking more like a very sinister patient in a cancer ward than the personification of deathlesness, but noone will ever confuse for a local billionaire celebrity. The rest is child's play, though Rodgers is not armed with mundane weaponry, but some sort of weird personalize magnetic railgun pistol thingamajig, almost certainly designed specifically for taking down enhanced assailants, Fortunately, the power pack is clearly marked and after several 'minutes' of experimentation, Totenkopf even figures out how to damage the really sensitive bits.
Rodgers himself was still in fine shape for man in his late forties. His hair had famously gone white during the Reign, but there was barely a wrinkle on the old soldier. His only noted vanity was his moustache, and in spite of his reputation, there was not a single official citation against him to be found. The man was a god warrior, or rather, a man whose purpose was war on gods.

As the colonel entered, he might notice the sudden in characteristic silence that enveloped his office as his civilian secretary and various officers milling about froze in time. Even the incessant humming of the fluorescent lights ceased as the colonel and the crime lord were locked in their own private time bubble.
"Good of you to join me, colonel." Totenkopf rasped, adopting his original German accent. It typically had an unnerving effect on Americans. "Apologies for the intrusion. I thought to make an appointment, but time was short."
Despite his relaxed demeanor, his mind was prepared to react in the instance Rodgers attempted anything foolish.

Rodgers' quickdraw is flawless, even with the somewhat unwieldy weapon. He has the weapon drawn on Totenkopf before he makes it to the second sentence. Even as he pulls the trigger without effect, he bellows, "CODE DELTA!! CODE DELTA!!" Upon realizing the lack of support, he whirls about to take in the situation. His stunned expression only lasts an instant.
When he finally speaks, his voice is calm and measured. "I knew you bastards would come back to finish the job...
Totenkopf INT: 35
Rodgers seems to think Totenkopf is an Agent of the Vriskae. Admittedly, this is a pretty rational explanation under the circumstances.

'Alpha' glowered in response, but took a seat. After a few minutes of silence, he finally responded, "After the war, we agreed it was vital to prevent another dimensional breach. However, the United States cannot be seen as targeting its own citizens. Therefore, certain... measures were authorized just after the war. Alpha is one such measure. The discrete manipulation of criminal elements into... excising parties who placed no value on honoring the terms of the truce. Harlan Slade was one such factor. I assure you, the United States government is not involved in the sale or activation of wormhole manipulators. The terrorists built and acquired it in Russia, not here."

The colonel's explanation matches with all other known evidence.
